中国代表团团长沙祖康大使在联合国第61届人权会关于阿拉伯被占领土、包括巴勒斯坦人权遭受侵犯问题的发言

主席先生：
中东及巴勒斯坦问题一直为国际社会高度关注。多年来，巴以流血冲突给双方人民都带来了难以数计的生命财产损失和无法弥合的心灵伤害，给中东和平进程带来了严重的困难。中东问题的久拖不决不仅危及该地区的和平与稳定，而且对该地区人民的各项人权与基本自由也构成严重威胁。
可幸的是，最近一段时间，中东局势出现积极变化。巴以双方领导人拿出了政治家的勇气，做出了停火复谈的决断，巴以关系显著改善，国际社会也加大了促和努力。中东和平进程进入一个新的发展阶段。中方真诚希望巴以双方抓住有利时机，不受个别暴力事件干扰，坚持和平努力，推动中东和平进程取得进展。
主席先生，
历史证明，中东问题的解决，不但需要巴以双方的决心和努力，更离不开国际社会的帮助与支持。当前形势下，国际社会对中东和平进程的广泛参与和有力支持显得尤为重要。多年来，本委员会每年都就该问题进行深入讨论并通过有关决议，对支持巴勒斯坦人民恢复合法民族权利以及实现中东地区全面持久和平发挥了重要作用。包括本委员会在内的国际社会应继续根据《联合国宪章》的宗旨和原则，以及联大、安理会和本委员会的有关决议，采取切实有效措施，推动中东及巴勒斯坦问题尽早得到公正、合理的解决。
主席先生，
中国作为安理会常任理事国，一贯积极支持中东和平进程，为缓和地区紧张局势，推动中东和平不断向前发展作出了积极努力。去年底，中方专程赴巴以访问并提出中国对中东问题的四点主张。中方还应邀出席了“支持巴勒斯坦民族权力机构伦敦会议”。中方认为，各方应共同努力建立互信、恢复和谈；重启“路线图”计划，建立巴勒斯坦国；积极谋求实现中东全面持久和平；国际社会应加大力度，支持联合国尤其是安理会发挥更大的作用。中国政府愿与国际社会一道，继续为实现中东地区的全面持久和平而努力。

Mr. Chairman,
The issue of the Middle East and Palestine has long been a major concern of the international community. For many years, the bloody conflict between Palestine and Israel has caused untold human suffering, material losses as well as deep psychological wounds to the two peoples and created serious difficulties for the Middle East peace process. The never-ending deadlock of the Middle East issue not only endangers peace and stability in the region, but also threatens the human rights and fundamental freedoms of the people of the region.
Fortunately, in recent months, some positive trends have emerged in the Middle East. Leaders from the two sides have demonstrated statesmen's courage and opted decisively for ceasefire and the resumption of talks, and hence visible progress has been registered in the Palestinian-Israeli relations. The international community has also intensified its peace effort, and the Middle East peace process has thus entered a new phase. The Chinese side sincerely hopes that the two sides will seize the momentum and persevere in their peace effort, not allowing individual cases of violence to derail such effort, so as to make new progress in the
